The bill amends Chapter 16-45.1 of the General Laws regarding Career and Technical Education by introducing a new section, 16-45.1-4, which establishes a tuition formula for career and technical education programs. The Department of Elementary and Secondary Education is tasked with developing this formula in consultation with a workgroup that includes representatives from career and technical schools, the Rhode Island School Superintendents' Association, the Rhode Island Association of School Committees, the National Education Association, the Rhode Island Federation of Teachers and Health Professionals, and the Rhode Island Career and Technical Board of Trustees. The completed formula must be provided to the chairs of the Senate and House education committees by December 31, 2026.
Additionally, the bill mandates that the tuition for all career and technical programs be posted on the respective school district's website if the district operates a program or school that receives tuition for a career and technical program. Sending school districts are responsible for remitting tuition to the districts operating the career and technical programs. The workgroup's purpose is to assist in creating a formula for calculating tuition to career and technical education programs. This act will take effect upon passage.
