The proposed bill, known as the "Microplastics Reduction Act," aims to address the growing concern of microplastic pollution in the environment. It prohibits manufacturers from selling, offering for sale, or distributing products containing intentionally added synthetic polymer microparticles, effective January 1, 2029.
The bill mandates the Department of Environmental Management, in consultation with the Department of Health, to develop a microplastics testing plan to determine when to regularly test water, soil, and other environmental media for the presence of microplastics. This testing plan must be made public by July 1, 2028, and updated every two years thereafter.
Additionally, the bill requires the adoption of a statewide microplastics strategy plan by January 1, 2029. This strategy plan will include the characterization of ambient concentrations of microplastics, an assessment of their environmental and health impacts, an investigation of significant sources of contamination, and a summary of existing scientific research on reducing microplastic introduction into the environment. The strategy plan will also provide recommendations for policy changes or further research needed to mitigate microplastic pollution.
The act will take effect upon passage.
