However, pet stores are permitted to sell parrots sourced from animal care facilities or animal rescue organizations. The bill clarifies that parrots cannot be classified as agricultural birds and provides definitions for terms such as "animal care facility," "animal rescue organization," and "pet store."
Additionally, the bill mandates that pet stores display the name of the animal care facility or rescue organization during adoption events and allows a one-year grace period for pet stores to sell any parrots already in their possession as of the effective date of this section.
The bill also prohibits the sale of parrots in public places, including roadsides, parks, and outdoor markets, with specific exceptions for agricultural uses and educational programs, which do not apply to parrots. Violators of these provisions would face civil fines, with a penalty of one thousand dollars ($1,000) for each unlawful sale or offer for sale. If a pet store acquires more parrots during the one-year grace period from a broker or breeder, a civil fine of one thousand five hundred dollars ($1,500) will be issued for each violation. The Rhode Island Society for the Prevention of Cruelty to Animals will be responsible for investigating and prosecuting violations.
An advisory committee consisting of representatives from Foster Parrots, Ltd and Rhode Island Parrot Rescue will assist pet stores in compliance for 18 months following the bill's passage, and the bill will take effect immediately upon passage.
