The bill amends Chapter 4-11 of the General Laws regarding "Psittacine Birds" by introducing a new section, 4-11-14, which establishes restrictions on the sale of parrots. It prohibits pet stores from selling or offering for sale parrots obtained from breeders or brokers, while allowing them to sell parrots sourced from animal care facilities or animal rescue organizations. Additionally, the bill bans the sale of parrots in public places such as roadsides, parks, and outdoor markets, with specific exceptions for agricultural use and educational programs, which do not apply to parrots.

Pet stores will have a one-year grace period to sell any parrots already in their possession as of the effective date of the law. Violators of these provisions will face civil fines, with a penalty of $1,000 for each unlawful sale, and $1,500 for pet stores that acquire more parrots from brokers or breeders during the grace period. The Rhode Island Society for the Prevention of Cruelty to Animals (RISPCA) will be responsible for investigating and prosecuting violations. An advisory committee consisting of representatives from Foster Parrots, Ltd and Rhode Island Parrot Rescue will assist pet stores in complying with the new regulations for a period of eighteen months after the effective date of the section and will issue an implementation status report at the end of its term. The bill includes a severability clause to ensure that if any part of the section is invalidated, the remaining provisions will still be enforceable. The act will take effect upon passage.
