The bill amends Chapter 4-11 of the General Laws regarding the sale of psittacine birds, specifically parrots, by introducing a new section, 4-11-14. This section prohibits pet stores from selling or offering for sale parrots obtained from breeders or brokers. However, pet stores are permitted to sell parrots sourced from animal care facilities or animal rescue organizations. The sale of parrots is also banned in public places such as roadsides, parks, and outdoor markets, with specific exceptions for agricultural use and educational programs, which do not apply to parrots.

Violators of this law will face civil fines, with a penalty of $1,000 for each unlawful sale. If a pet store acquires more parrots from brokers or breeders during a one-year grace period, a civil fine of $1,500 will be issued for each violation. The Rhode Island Society for the Prevention of Cruelty to Animals will be responsible for investigating and prosecuting violations. An advisory committee consisting of representatives from Foster Parrots, Ltd and Rhode Island Parrot Rescue will assist pet stores in complying with the new regulations for a period of 18 months following the law's enactment. The bill is set to take effect upon passage.
