The bill amends Title 31 of the General Laws by adding a new chapter, CHAPTER 47.5, which focuses on the environmental impact study of motor vehicle non-exhaust particle emissions. It mandates the Department of Transportation, in consultation with the Department of Environmental Management, to conduct an environmental impact study of non-exhaust emissions particles, including microplastics, brake wear, tire and road wear, clutch wear, and road dust resuspension.
The departments are authorized to collaborate with an academic research institute as part of their study. The study will result in a written report to the General Assembly on the environmental impact of these emissions and will contain recommendations for reducing the environmental impact of tire particle emissions.
Both the Department of Transportation and the Department of Environmental Management are required to publicly post their report on their websites no later than January 1, 2026. This act will take effect upon passage.
