This bill amends Chapter 39-1 of the General Laws concerning the Public Utilities Commission by introducing a new section, 39-1-33.1, which mandates the commission to produce an annual report starting January 1, 2026. This report will analyze the electric grid's ability and capacity to handle the electrification load necessary for powering vehicles, buildings, and home heating within the state. The report is to be submitted to the speaker of the house, the senate president, and the governor.

Additionally, the bill modifies the structure and operational requirements of the ratepayers advisory board. It establishes that the chairperson of the board will be the commissioner or acting commissioner of the office of energy resources, replacing the previous method of electing a chairperson from among the board members. Furthermore, the frequency of board meetings is increased from quarterly to monthly. The bill also specifies the composition of the advisory board, including various representatives from different sectors, while removing the requirement for a member to represent the interests of residents of affordable housing.
