The bill amends Chapter 16-11 of the General Laws regarding the certification of teachers by introducing a new section, 16-11-3.1, which establishes a process for issuing emergency preliminary certificates. This provision allows the Rhode Island Council on Elementary and Secondary Education to grant these certificates to individuals without requiring an examination, valid for one school year. The emergency preliminary certificate may be renewed annually for up to four additional years, allowing a total of five years of emergency certification. Applications for all renewals must comply with the terms and conditions of 200 RICR 20-20 1.8.10. This legislation will take effect upon passage.
