This bill amends Chapter 37-8 of the General Laws, titled "Public Buildings," by introducing a new section that mandates the installation of universal changing stations in all public buildings that are newly constructed, reconstructed, or remodeled on or after January 1, 2027. The Department of Administration is required to adopt regulations by January 1, 2026, to specify the requirements for these stations, which must include conspicuous signage indicating their location, compliance with the Americans with Disabilities Act, and specific features such as a height-adjustable changing table, the ability to support up to 350 pounds, and adequate space for assistance.

The bill also outlines criteria under which exemptions may be granted, including situations where installation is not feasible, would result in non-compliance with accessibility standards, where the cost of reconstruction or remodeling without the changing station does not exceed $10,000, where installation would compromise the historic significance of a property, or where the building is not frequented by the public. A "universal changing station" is defined as an enclosed changing facility within a restroom that is accessible to individuals of any age and gender who require assistance with diapering. The act will take effect upon passage.
