It mandates that all institutions of higher education in Rhode Island, both public and private, provide training in the administration of opioid antagonists to every resident assistant designated by the institution. Additionally, these institutions are required to maintain an adequate supply of opioid antagonists on-site in their college or university-owned or operated housing units, ensuring that they are accessible for emergencies involving students, staff, or other individuals.
The bill also allows institutions to designate additional employees or staff members who are trained in the administration of opioid antagonists to administer them voluntarily in the event a resident assistant is not physically present during a suspected overdose incident. Furthermore, it provides legal protections for individuals acting reasonably and in good faith in compliance with this section, shielding them from criminal, civil, or administrative liability, as well as from penalties or disciplinary actions based on college or university rules, regulations, or procedures. The act is set to take effect on September 1, 2025.
