The bill amends Title 31 of the General Laws by adding a new chapter, CHAPTER 47.5, which focuses on the environmental impact study of motor vehicle non-exhaust particle emissions. The Department of Transportation, in collaboration with the Department of Environmental Management, is tasked with conducting this study, which will examine various sources of non-exhaust emissions, including microplastics, brake wear, tire and road wear, clutch wear, and road dust resuspension. The departments are also authorized to partner with an academic research institute to enhance the study's findings.

The outcome of the study will be a written report presented to the General Assembly, which will include recommendations aimed at reducing the environmental impact of tire particle emissions. This report is required to be publicly posted on the websites of both departments by January 1, 2026. The act will take effect immediately upon passage.
