The bill amends Title 31 of the General Laws by adding a new chapter, CHAPTER 47.5, which focuses on the environmental impact study of motor vehicle non-exhaust particle emissions. It mandates that the Department of Transportation, in consultation with the Department of Environmental Management, conduct an environmental impact study of non-exhaust emissions particles, including microplastics, brake wear, tire and road wear, clutch wear, and road dust resuspension. The departments are authorized to collaborate with an academic research institute as part of their study.

The resulting report from this study is required to be submitted to the General Assembly and must contain recommendations for reducing the environmental impact of tire particle emissions. Additionally, both the Department of Transportation and the Department of Environmental Management are instructed to post their report publicly on their websites no later than January 1, 2026. The act will take effect upon passage.
