The bill amends Chapter 23-1.7 of the General Laws, titled "Rhode Island Program to Address Alzheimer's Disease," by adding a new section focused on education and outreach regarding brain health and dementia. It mandates the Department of Health, in consultation with the advisory council, to incorporate information about brain health, dementia risk factors, risk reduction, Alzheimer's disease, and other dementias into existing public health outreach programs. The objectives include increasing public understanding and awareness of brain health and dementia risk reduction, early warning signs of Alzheimer's disease and other dementias, the value of early detection and timely diagnosis, and the relationship between Alzheimer's disease, dementia, and other chronic health conditions. The outreach programs are required to provide clear, uniform guidance in nonclinical terms and prioritize populations at greater risk of developing Alzheimer's disease and other dementias.
Additionally, the bill requires the Department of Health, in consultation with the advisory council, to include similar information in healthcare provider education and outreach programs. This includes educating providers on the importance of risk reduction, early detection, and timely diagnosis of cognitive impairment and dementia, as well as the use of validated assessment tools for detection and diagnosis. The bill emphasizes the value of these cognitive assessment tools during Medicare annual wellness visits and outlines Medicare care planning billing codes for individuals with cognitive impairment, effective care planning, and available treatments. The act will take effect upon passage.
