The bill amends Section 45-6-2 of the General Laws in Chapter 45-6 entitled "Ordinances" to allow town and city councils to impose penalties for ordinance violations. These penalties can include fines not exceeding $500, imprisonment not exceeding 30 days, restitution up to $2,500 for property damage or personal injury, and/or community restitution for a not-for-profit entity for up to 50 hours per offense. The bill also introduces a new provision that allows municipalities to place a lien against the real property of a violator if fines for ordinance violations are not paid within 90 days. The lien, along with the costs incurred by the municipality to remediate issues caused by the violation, will be added to the property taxes due on the real estate where the violation occurred.

Furthermore, the bill specifies that the tax collector of the municipality will have the same powers and duties concerning the claim as with annual real estate taxes. The legal procedures for the collection of annual taxes, including the sale or taking of land for nonpayment and the redemption of such land, will apply to these claims. The bill is set to take effect upon passage, and its purpose is to enable municipalities to recover fines from ordinance violations by adding them to the property tax bill of the violator.
