The bill amends Section 30-3-40.3 of the General Laws in Chapter 30-3, titled "National Guard," to establish educational benefits for active members of the Rhode Island National Guard. It introduces a new provision that allows these members to receive tuition assistance for up to five courses per semester at any Rhode Island state college or university. Additionally, the bill permits National Guard members to allocate their state-sponsored tuition assistance benefits to their dependents, defined as immediate family members enrolled in the Defense Enrollment Eligibility Reporting System (DEERS). The educational account funding for these benefits is capped at $100,000 per fiscal year and will be administered by the office of the adjutant general.
To qualify for these tuition waivers, both the National Guard member and their dependents must maintain good standing within the National Guard and at the educational institution. The bill also stipulates that members must enter into a contractual enlistment commitment, requiring one year of service for every twelve course credits or four courses for which tuition is waived. If the member fails to meet their service obligations or does not complete the courses, they may be required to repay a pro-rata share of the tuition assistance. The act is set to take effect upon passage.
