The bill amends existing laws regarding stalking by introducing new definitions and clarifying the nature of harassment. It defines "harasses" as a knowing and willful course of conduct directed at a specific person that a reasonable person would consider seriously annoying or tormenting and that serves no legitimate purpose. This includes, but is not limited to, the act of repeatedly following someone and using an electronic device to record their movements in any public or private place.

The bill establishes that any person who harasses another person by following someone and using an electronic device to record their movements, which serves no legitimate purpose, shall be guilty of "video harassment." This offense is classified as a misdemeanor, punishable by imprisonment of not more than one year, a fine of not more than $1,000, or both. The act will take effect upon passage.
