The bill amends sections 31-23.3-3 and 31-23.3-4 of the General Laws regarding nontransparent windshields and windows. It introduces new regulations that require front side windows and front side wing vents of vehicles to have a light transmittance of at least 32%, as measured with a light transmittance meter. Additionally, the bill specifies that the right and left side windows behind the driver and the rearmost window must also meet the same light transmittance requirement. The previous language that mandated the establishment of rules and regulations for measuring light transmittance has been deleted, and the bill now directly sets the standards.
Furthermore, the bill outlines exemptions from these regulations, including vehicles manufactured according to specific federal standards, those owned by law enforcement agencies, and certain vehicles equipped with outside mirrors that provide adequate rear visibility. The previous exemptions related to nontransparent materials with a light transmittance of at least 70% and specific transparent materials along the windshield have been removed. The bill also maintains provisions for individuals with medical conditions requiring sunscreening devices that may exceed federal standards, allowing them to apply for an exemption sticker. This act aims to align state law with Connecticut's regulations on nontransparent windshields and windows and will take effect upon passage.
