The proposed bill introduces a new chapter, Chapter 167, titled the "State-Owned and Operated Printing Facilities Preference Act," to Title 42 of the General Laws concerning state affairs and government. This legislation mandates that any state agency, state institution of higher education, or quasi-public agency that engages in the printing of more than fifty copies of a contract, publication, brochure, mail piece, notice, and/or promotional material must, when practicable, use an existing state-owned or operated print shop or facility, provided that the facility is capable of processing and manufacturing the aforementioned materials. The act is designed to promote the use of state resources for printing needs and will take effect immediately upon its passage.
