The bill amends Chapter 23-3 of the General Laws, titled "Vital Records," by adding a new section, 23-3-10.3. This section allows individuals aged eighteen (18) years or older to request that the description of their race be modified or amended on their birth certificates in a manner that utilizes culturally sensitive language and terminology. Such requests must be made through the state office of vital records. The Department of Health is authorized to promulgate rules and regulations and/or develop a process to accommodate all reasonable requests for modifications in a manner that uses culturally sensitive language and terminology to identify, modify, and/or amend descriptions of race. This act is set to take effect upon passage.
