The bill amends Section 11-47-11 of the General Laws in Chapter 11-47, titled "Weapons," to clarify the requirements for obtaining a license or permit to carry a concealed pistol or revolver. The new language specifies that only individuals who are twenty-one years of age or older and have a bona fide residence or place of business within the city or town may apply for a concealed carry permit. The previous provision allowing out-of-state residents with valid permits from other states to apply has been deleted. The licensing authority must determine that the applicant has a good reason to fear injury or has another proper reason for carrying a firearm, and that they are suitable for licensing.
Additionally, the bill includes a provision that prohibits local licensing authorities from disclosing the names, addresses, or dates of birth of individuals who hold or have held a concealed carry permit. However, it allows for the release of general statistical data regarding age, gender, and racial or ethnic background, as well as information necessary for legal proceedings. This act will take effect upon passage.
