The bill amends Section 17-8-2 of the General Laws in Chapter 17-8, which pertains to Local Canvassing Authorities. It establishes that each member of a local canvassing authority will serve a six-year term starting on the first Monday of March following their appointment. The bill specifies that individuals who are officers or employees of the United States, the state, or the authority's city or town cannot be appointed to the authority, although a member may serve as the clerk of the authority. Additionally, if a member becomes a candidate for public office and does not file a declination within the legally allowed timeframe, they will be disqualified from membership, and a successor will be elected immediately.
Furthermore, the bill introduces new provisions that prohibit members of the authority from holding any partisan office, including positions on town/city party committees or representative/senate district committees. Members who declare candidacy for such positions and fail to file a declination within ten days will face a $500 fine and immediate dismissal from the authority. This requirement also extends to membership on partisan elected state committees. The act will take effect upon passage.
