The proposed bill introduces the "Military Child Act" as a new chapter in Title 30 of the General Laws concerning military affairs and defense. It defines a "military-connected student" as a dependent of either a person in the active military service of the United States or a member of the Rhode Island National Guard in full-time active service.
The act establishes provisions for advance enrollment, allowing military-connected students whose parents or guardians are being relocated to the state under military orders to register for school remotely without incurring charges or needing to physically appear at the school district. Proof of residency will not be required at the time of remote registration but must be provided within ten days of the student's attendance in the school system.
Additionally, the act outlines open enrollment eligibility for military-connected students, permitting them to attend the school district of their choice regardless of capacity, provided that at least one parent holds a Department of Defense-issued identification card and can provide evidence of active duty status or active duty orders.
This legislation aims to enhance educational access and flexibility for military families, ensuring that their children can seamlessly transition into new school environments during relocations. The act will take effect upon passage.
