The proposed bill introduces the "Military Child Act" as a new chapter in Title 30 of the General Laws concerning military affairs and defense. It defines a "military-connected student" as a student who is the dependent of either a person in the active military service of the United States or in full-time status during active service with a force of the Rhode Island National Guard.

The act establishes provisions for advance enrollment, allowing military-connected students whose parents or guardians are being relocated to the state under military orders to register for school remotely without incurring any charges. This registration process does not require physical presence at the school district, provided that evidence of military orders is presented. Proof of residency will be required within ten days of the student's attendance in the school system.

Additionally, the act outlines open enrollment eligibility for military-connected students, permitting them to attend the school district of their choice regardless of the district's capacity. To qualify, at least one parent must possess a Department of Defense-issued identification card and provide evidence of active duty status or active duty orders, indicating that the parent will be temporarily transferred in compliance with official orders for more than thirty consecutive days.

This legislation aims to provide flexibility and support for military families in navigating educational opportunities during relocations. The act will take effect upon passage.
