The proposed bill amends Section 16-59-9.3 of the General Laws in Chapter 16-59, introducing the "Student Success Act." This act exempts certain students from paying nonresident tuition at Rhode Island public universities, colleges, or community colleges if they meet specific criteria, including attending an approved Rhode Island high school for three consecutive years, residing in Rhode Island, and graduating from a Rhode Island high school or obtaining a high school equivalency diploma. Additionally, it allows nonimmigrant foreign national students who have resided in Rhode Island for three years and attended a Rhode Island high school for the same duration to pay in-state tuition. The bill also emphasizes the confidentiality of identifiable student information and mandates the Rhode Island council for postsecondary education to establish necessary rules for implementation.
Furthermore, the bill introduces provisions for Ukrainian citizens or their immediate family members who have been granted temporary parole under the federal Uniting for Ukraine program. These individuals will be eligible for in-state tuition at Rhode Island public universities, colleges, or community colleges if they have resided in Rhode Island for at least one year prior to enrollment and are enrolled or intend to enroll as full-time students. Applicants must provide proof of their parole status and evidence of continuous residence in Rhode Island. The act is set to take effect upon passage.
