The bill amends Section 16-59-9.3 of the General Laws in Chapter 16-59, introducing the "Student Success Act." It establishes criteria for Ukrainian citizens and their immediate family members who have been granted temporary parole under the federal Uniting for Ukraine program to qualify for in-state tuition at Rhode Island public universities, colleges, or community colleges. To be eligible, these individuals must have resided in Rhode Island for a minimum of one year prior to enrollment and must be enrolled or intend to enroll as full-time students.

Applicants for in-state tuition must provide proof of their parole status as granted by the U.S. Department of Homeland Security, submit evidence of continuous residence in Rhode Island for at least one year prior to enrollment, and provide any required documentation, including Form I-94 or other official documentation from the U.S. Citizenship and Immigration Services (USCIS) confirming their parole status. Additionally, they must complete and submit an application for in-state tuition to a Rhode Island public university, college, or community college.

The act will take effect upon passage.
