This bill aims to address the environmental challenges faced by Rhode Island, particularly concerning textile waste, as the state's only landfill is projected to reach capacity by 2046. To combat this issue, the bill introduces a new chapter, CHAPTER 18.19 TEXTILE RECYCLING, into Title 23 of the General Laws, which includes definitions for key terms such as "Corporation," "Department," "Private entities," and "Textiles." The bill mandates the Department of Environmental Management, in collaboration with the Rhode Island Resource Recovery Corporation, to create a public education outreach program to inform residents and businesses about the importance of recycling textiles and the proper methods to do so. Additionally, the bill establishes reporting requirements for private entities involved in textile collection, which will begin on January 1, 2028. These entities must report the estimated total tonnage of textiles collected to the Department, which will use this data to set benchmark goals for textile collection starting January 1, 2029. The Department is also tasked with formulating rules and regulations related to textile waste collection and recycling, with a deadline for public reporting set for June 1, 2026. The bill emphasizes the need for increased public awareness and improved recycling practices to minimize the amount of textiles ending up in landfills.
