This bill amends Section 23-13-22 of the General Laws to place the early intervention program for developmentally disabled infants under the jurisdiction of the Executive Office of Health and Human Services (EOHHS). Beginning July 1, 2025, EOHHS is required to create a plan that allows children to remain in early intervention services until the September following their third birthday, in accordance with federal law. The bill also includes provisions for the development and maintenance of procedures for the earliest possible identification and referral of infants to the program. It requires that every infant identified and referred to the program be enrolled in a timely manner. Additionally, it establishes a structured complaint process for parents who are dissatisfied with the services provided. The regulations governing these services will be developed by EOHHS, ensuring a comprehensive approach to early intervention for children with developmental delays and disabilities. The act is set to take effect upon passage.
