The bill seeks to repeal Sections 16-22-30, 16-22-31, 16-22-32, and 16-22-33 of the Rhode Island General Laws, which currently outline the statewide academic standards for various subjects in the education system. In their place, new sections are introduced that establish statewide academic standards, curriculum frameworks, high-quality curriculum and materials, and accountability measures for curriculum implementation.

The new Section 16-22-30 outlines the responsibilities of the council on elementary and secondary education and the commissioner of elementary and secondary education in developing statewide academic standards for core subjects, ensuring they are open and consultative, culturally and racially diverse, and aligned with established research and recommendations.

Section 16-22-31 mandates the development of curriculum frameworks that guide educational practices and professional development, ensuring alignment with the new academic standards and promoting college and career readiness.

Section 16-22-32 establishes a process for reviewing and identifying high-quality curricula and materials that align with the academic standards and curriculum frameworks, requiring local education agencies (LEAs) to adopt these materials by specified deadlines while allowing for a waiver process for alternative curricula.

Section 16-22-33 introduces accountability measures for curriculum implementation, designating LEA assistance partners to support schools in effectively implementing the selected curricula and reporting on progress.

The act will take effect upon passage.
