The bill proposes the repeal of Sections 16-22-30, 16-22-31, 16-22-32, and 16-22-33 of the Rhode Island General Laws, which currently establish statewide academic standards in subjects such as mathematics, English language arts, science and technology, history, social studies, world languages, and the arts. In their place, new sections are introduced that establish statewide academic standards, curriculum frameworks, high-quality curriculum and materials, and accountability for curriculum implementation.
The new Section 16-22-30 outlines the responsibilities of the council on elementary and secondary education and the commissioner of elementary and secondary education in developing statewide academic standards. These standards are to be developed through an open and consultative process, ensuring high expectations for student performance and alignment with federal law.
Section 16-22-31 mandates the development of curriculum frameworks that guide the education and professional development of teachers and administrators, ensuring alignment with the new academic standards. The frameworks are to be developed with input from a diverse group of stakeholders and are required to promote college and career readiness.
Section 16-22-32 establishes a process for reviewing and identifying high-quality curriculum and materials that align with the academic standards and curriculum frameworks. Local education agencies (LEAs) are required to select from identified high-quality curricula and implement them with appropriate professional development and support. A waiver process is also included for LEAs wishing to use alternative materials.
Section 16-22-33 outlines the accountability measures for curriculum implementation, including the assignment of an LEA assistance partner from the department of elementary and secondary education to support LEAs in the effective implementation of the selected curricula. This section also requires regular reporting on the status of curriculum implementation.
The act is set to take effect upon passage.
