The bill amends Section 16-91-3 of the "School and Youth Programs Concussion Act" to enhance concussion management protocols in schools. It requires all school districts to designate a licensed athletic trainer at each high school within the district, ensuring that a trained professional is available to evaluate any student athlete suspected of having a concussion. The bill mandates that parents and/or guardians be provided with information about concussion risks, and a concussion information sheet must be signed by both the student athlete and their parent or guardian before the athlete can return to practice or competition.

Additionally, the bill encourages school districts to have all student athletes perform baseline neuropsychological testing, although this requirement has been removed from the text. The term "youth athlete" has been replaced with "student athlete" throughout the bill. Furthermore, all coaches, volunteers, and school nurses are required to complete annual training courses on concussions and traumatic brain injuries. The act will take effect upon passage.
