In the event of a conflict between a newly passed act and an amendment from a reenactment, the newly passed act will take precedence. The provisions from the reenactments will take effect on December 31 of the year they are enacted. The enactment of this section does not repeal prior chapters of public laws that have been adopted to reenact the general laws. The act will take effect upon passage.
