The bill amends the "Public Health and Workplace Safety Act" by introducing new definitions and regulations regarding smoking in pari mutual facilities. It establishes a new category called "pari mutual facility smoking lounge," which allows for designated smoking areas within these facilities, provided they have proper ventilation systems to prevent smoke from migrating to non-smoking areas.

The bill prohibits smoking in all pari mutual facilities, except for the newly defined smoking lounges, which must comply with specific requirements. It also allows pari mutual facilities to provide an exemption to the prohibition on smoking for one "pari mutual facility smoking lounge" located within the facility.

Additionally, the bill repeals previous provisions that mandated designated non-smoking gaming areas and separate ventilation systems for bars and restaurants within pari mutual facilities. It eliminates the requirement for licensees to create rules ensuring employees can work in smoke-free environments. The act is set to take effect on January 1, 2027.
