The bill amends Rhode Island's Healthcare Services Funding Plan Act by adding a new account for a psychiatry resource network, which will fund existing programs such as PediPRN and MomsPRN, as well as any similar programs that may be established by regulation in the future. The healthcare services funding contribution will be set by the secretary, starting on July 1, 2025, and will include funding requirements for the new psychiatry resource network alongside existing contributions for child and adult immunizations and children's health services.

The bill establishes a restricted receipt account known as the "PRN account" within the general fund, which will be utilized exclusively for services related to the psychiatry resource network. The Department of Health will manage this account and is required to establish a PRN advisory committee, which may include representatives from various health-related departments and insurers, to oversee the funding requirements and program implementation.

Additionally, the Department of Health is mandated to submit an annual report to the General Assembly detailing the program and its costs by February 1 of each year. The "PRN account" will be exempt from the indirect costs recovery provisions. The act is set to take effect on July 1, 2025.
