The bill establishes that individuals who convey any article to or from these institutions without the required consent may face imprisonment for not more than ten years. It also specifies that individuals who convey or cause to be conveyed to any resident at the training school for youth any drugs, tobacco, or any article that could be used as a weapon without prior consent may be punished similarly.
Additionally, the bill clarifies definitions related to individuals in custody. It defines "prisoner" to include all persons committed to adult correctional institutions and introduces a new definition for "resident," which encompasses all individuals detained at the training school for youth, in the custody of the superintendent of the training school, or in the custody of any other juvenile program worker while outside the confines of the custodial unit. The definition of "resident" excludes persons on home confinement.
The act is set to take effect upon passage.
