The bill amends Section 11-25-14 of the General Laws in Chapter 11-25, which pertains to the conveyance of unauthorized articles to and from correctional institutions. The new legal language specifies that individuals are prohibited from conveying any articles into or out of both adult correctional institutions and the training school for youth without first obtaining consent from the respective authorities, namely the director of corrections or the executive director of the division of youth development at the Department of Children, Youth and Families. The penalties for violating this provision remain the same, with potential imprisonment of up to ten years or a fine of up to $5,000.
Additionally, the bill introduces a definition for "resident," which refers to individuals detained at the training school for youth, and clarifies that this term includes those in the custody of various officials while outside the custodial unit. The previous definition of "prisoner" is modified to exclude individuals on home confinement, while the new language ensures that both prisoners and residents are subject to the same restrictions regarding the conveyance of drugs, tobacco, or weapons. This act will take effect upon passage.
