The bill amends Section 16-21-33.1 of the General Laws in Chapter 16-21, which pertains to the health and safety of pupils, by introducing new requirements for schools regarding automated external defibrillators (AEDs) and cardiac emergency response plans. It mandates that all public and private high schools, middle schools, and elementary schools must provide and maintain functional AEDs on-site, in accordance with guidelines set by the American Heart Association or an organization focused on emergency cardiovascular care.

Additionally, the bill requires schools to develop a cardiac emergency response plan (CERP) that outlines specific steps to respond to incidents of sudden cardiac arrest (SCA) and ensures that trained personnel are present during school-sponsored activities. The CERP must include core elements such as establishing a cardiac emergency response team, integrating local emergency medical services, and maintaining training in CPR and AED use for appropriate school staff.

The bill establishes funding provisions, allocating $200,000 for the fiscal year 2026 to support the implementation of these requirements, particularly in high-needs schools. It emphasizes the importance of training school staff in CPR and AED use, ensuring that AEDs are easily accessible during school events, and conducting annual drills to practice the response plan.

The legislative findings previously included in the section have been repealed, streamlining the focus on the practical implementation of AEDs and emergency response plans in schools. The act will take effect upon passage.
