Winquist for his exemplary 35-year career in law enforcement, beginning with the Rhode Island State Police, where he served for 24 years and retired as Lieutenant Colonel/Deputy Superintendent. Throughout his career, Chief Winquist demonstrated exceptional leadership and dedication to public safety, leading significant investigations against organized crime and contributing to the establishment of the Rhode Island Fusion Center, which enhances intelligence sharing among law enforcement agencies. His efforts have significantly improved safety in Rhode Island, and he has received numerous commendations for his work.

Since becoming the Chief of Police in Cranston in 2014, Chief Winquist has implemented successful reforms and advanced local law enforcement practices, including the use of license-reading systems. He holds degrees in Administration of Justice and has completed the FBI National Academy program.
