The bill amends the Rhode Island General Laws concerning the "Milk Sanitation Code" to enhance the regulation and safety of milk and milk products. It introduces a declaration of policy emphasizing the importance of milk as a nutritious food and the need for stringent safety measures in its production and distribution. The legislation permits the sale of raw milk within the state, defining "raw milk" as milk that is neither pasteurized nor homogenized and comes directly from a cow. It outlines the responsibilities of milk producers, haulers, and distributors, requiring permits for the legal operation of selling or transporting milk and raw milk products within the state. The bill also empowers the director of health to establish regulations ensuring that all milk and raw milk products meet health standards.

Additionally, the bill amends existing laws related to the production and sale of farm home food products by adding pickles and relish to the list of non-potentially hazardous foods that can be manufactured and sold without refrigeration. It sets forth requirements for the kitchens where these products are prepared, including standards for equipment and cleanliness, and mandates registration with the health department along with a notarized affidavit of compliance. Furthermore, it clarifies that income from farm home food production will not be included in the calculation of farm income for sales and use tax exemptions.

The bill also allows individuals to collect and harvest wild mushrooms from state parks and forests for personal use, under regulations established by the director of the department of environmental management, while limiting state liability. The act will take effect upon passage.
