The bill amends the existing laws regarding primary election dates and voter registration drives in high schools. Specifically, it establishes that if the eighth Tuesday preceding biennial state elections falls on the day after Labor Day, the primary election will instead be held on the following Wednesday. This change is intended to avoid scheduling conflicts with the Labor Day holiday.

Additionally, the bill modifies the requirement for local boards to conduct annual voter registration drives at high schools. It changes the language from a mandatory obligation to a permissive one, allowing local boards to choose whether to conduct these drives in cooperation with school administrations. Furthermore, it designates principals and directors of vocational schools as registration agents, enabling them to accept voter registrations from qualified students and staff, while also allowing them to appoint others to assist in this role. The act will take effect upon passage.
