The resolution proposes the establishment of a special legislative commission consisting of five members from the Rhode Island House of Representatives, with a maximum of four members from the same political party. The commission's primary objective is to study the manner in which health insurance, disability insurance, unemployment insurance, retirement plans, and other traditional employer-provided benefits are accorded to Uber and Lyft drivers, self-employed individuals, and other individuals engaged in providing services to the public. The Speaker of the House will appoint the members, who will not receive compensation for their services. The commission will have the authority to request information from state departments and agencies to aid in their study.

The commission is required to report its findings and recommendations to the House of Representatives by January 5, 2026, and will be dissolved on March 5, 2026.
