The bill amends Chapter 31-3 of the General Laws regarding vehicle registration by introducing a new section, 31-3-130, that establishes a special motor vehicle registration plate dedicated to raising awareness for colon cancer through the not-for-profit entity, Partnership to Reduce Cancer in Rhode Island, a qualified 501(c)(3) tax-exempt organization. The administrator of the division of motor vehicles is empowered to make these special plates available, which will reference the Partnership and be designed in collaboration with the division and approved by the Rhode Island state police. The special plates will replace the standard registration plates, and the original plates must be returned to the division of motor vehicles.
The bill outlines the financial aspects associated with the special plates, including a $40 issuance surcharge, which will be allocated as follows: $20 to the general fund and $20 to the Partnership to Reduce Cancer in Rhode Island to assist in its mission to raise colon cancer awareness. Additionally, a $10 surcharge will be applied for subsequent registration renewals, with all funds allocated to support the Partnership's initiatives. The Partnership is required to use any Rhode Island-sourced funds for the benefit of Rhode Island-based charitable organizations focused on raising colon cancer awareness. Furthermore, the Partnership must submit an annual accounting report before the distribution of funds. The act will take effect upon passage.
