The bill amends Chapter 31-3 of the General Laws regarding vehicle registration by introducing a new section, 31-3-130, that establishes a special motor vehicle registration plate dedicated to raising awareness for colon cancer through the not-for-profit entity, Partnership to Reduce Cancer in Rhode Island, a qualified 501(c)(3) tax-exempt organization. The administrator of the division of motor vehicles is empowered to make these special plates available, which will be designed to reference the Partnership and specifically increase awareness of colon cancer. The plates shall be the same size as regular motor vehicle plates and will feature a design approved by the Rhode Island state police.
The special plates will replace the original registration plates and must be displayed in accordance with existing vehicle registration laws. The original registration plates for the vehicle must be removed and returned to the division of motor vehicles, and the registration certificate for the special plates must be carried in the vehicle.
The bill outlines the financial aspects associated with the special plates, including a $40 issuance surcharge, which will be allocated as follows: $20 to the general fund and $20 to the Partnership to Reduce Cancer in Rhode Island to assist in its mission to raise colon cancer awareness. Additionally, a $10 surcharge will be applied for subsequent registration renewals, with all funds allocated to support the organization's efforts.
The Partnership is required to use any Rhode Island-sourced funds in and for the benefit of Rhode Island-based charitable organizations to raise colon cancer awareness. Furthermore, the Partnership must submit an annual accounting report before such funds are distributed. There shall be no refunds for early cancellation of the colon cancer awareness plates. The act will take effect upon passage.
