The bill amends Section 45-19-16.1 of the General Laws concerning the relief of injured and deceased firefighters and police officers. It introduces a presumption that any firefighter or police officer who is unable to perform their duties due to heart disease, stroke, or hypertension has suffered an in-the-line-of-duty injury or disability. This presumption can only be overturned by clear and convincing evidence. The bill also specifies that these benefits apply to both firefighters and police officers, expanding the scope of the law to include police officers for the first time.

However, the presumption does not apply to firefighters or police officers hired after July 1, 2025, under certain conditions. Specifically, if a physical examination at the time of hiring revealed pre-existing heart disease or hypertension, or if the individual had a history of regular tobacco use in the five years leading up to their diagnosis, the presumption would not hold. The bill is set to take effect upon passage.
