The bill amends the "Lead Poisoning Prevention Act" to allow municipalities to enact ordinances that permit municipalities and water suppliers to enter properties to perform lead service line replacements if the property owner is eligible for a free service line replacement. Prior to entry, the municipality must provide the property owner and any residents with written notice at least seventy-two (72) hours in advance, unless there is an emergency as determined by the department of health. The bill also allows tenants to request and schedule private side lead service line replacements with their local water supplier when the property owner is unresponsive to a request for service line replacement, provided that the property owner is eligible for a free service line replacement. The act emphasizes the protection of public health, safety, and welfare by facilitating the identification and replacement of lead service lines. This act would take effect upon passage.
