The resolution proposes the establishment of a "Main Street Rhode Island" Coordinating Program, aimed at revitalizing the state's urban commercial districts, collectively referred to as "Main Street districts." Recognizing that Rhode Island has the potential to enhance economic activity, tax revenues, and community well-being through these districts, the resolution highlights the current inefficiencies and inconsistencies in local revitalization efforts. It draws on successful models from 41 other states and various municipalities that have implemented similar programs, which have collectively tracked significant economic reinvestment and job creation since 1980.

To initiate this program, the resolution calls for an appropriation of $500,000 for the fiscal year 2025-2026, to be managed by the nonprofit organization Grow Smart RI. The funding will support the hiring of a full-time coordinator, training for local communities, and the development of resources and networking opportunities aimed at enhancing the vitality of Main Street districts. The program will also include an annual conference and a formal agreement with Main Street America, ensuring that Rhode Island's efforts align with national best practices in community development.
