The resolution recognizes the significant impact of heart disease, which affects one in four Americans and has resulted in a notable mortality rate in Rhode Island, with 217 deaths per 100,000 residents in 2022. It highlights the primary risk factors for heart disease, including high cholesterol, high blood pressure, smoking, diabetes, and excessive alcohol consumption. In alignment with American Heart Month 2025, the resolution emphasizes the importance of heart health and encourages citizens to engage in activities that promote cardiovascular well-being.

To support American Heart Month, the resolution calls on Rhode Islanders to wear red and participate in various awareness-raising initiatives, such as using social media to share heart health information, learning CPR, starting fitness challenges, and volunteering with heart health organizations. The House of Representatives officially proclaims February 2025 as "American Heart Month" and directs the Secretary of State to transmit a certified copy of the resolution to the Rhode Island Department of Health and the American Heart Association – Rhode Island.
