The bill amends Title 40 of the General Laws by adding a new chapter, Chapter 8.16, which focuses on Graduate Medical Education. It establishes that any funding appropriated by the General Assembly for Medicaid graduate medical education will be available to all academic medical centers that provide care to the state's critically ill and indigent populations. The Executive Office of Health and Human Services is directed to use these appropriated funds to support graduate medical education programs and research in areas including, but not limited to, trauma, primary care, maternal health, mental health, and substance abuse.

Furthermore, the bill mandates that the Secretary of the Executive Office of Health and Human Services shall determine the appropriate Medicaid payment mechanism to implement this program and amend any necessary state plan documents as required. Payments for graduate medical education programs are to be made annually. The act is set to take effect upon passage.
