Born in Washington D.C., Mr. Harsch was a graduate of Williams College and Harvard Law School, and he served in the United States Army before embarking on a career that included roles on Capitol Hill, as Director of Special Projects for MIT’s Urban Systems Laboratory, and as Chairman of the State Public Utilities Commission. He was instrumental in the establishment of the Rhode Island Department of Environmental Management and played a key role in the creation of FEMA during the Carter administration.

In addition to his professional achievements, Mr. Harsch was known for his commitment to environmental law, successfully advocating for clean water and community interests in Rhode Island. He held various positions, including Vice Chair of the Rhode Island Ethics Commission, and was an active member of his community. Mr. Harsch is survived by his wife, Constance, their children, and grandchildren.
