The bill amends Chapter 31-3 of the General Laws regarding the registration of vehicles by introducing a new section that empowers the division of motor vehicles to issue special motor vehicle registration plates for the American Hellenic Educational Progressive Association. These plates will be designed to reference the association's identity and will replace the standard registration plates for the vehicles they are issued for. The original registration plates must be removed and returned to the division of motor vehicles, and the registration certificate for the special plates must be carried in the vehicle.
The bill outlines the procedures for the issuance of these plates, including compliance with the requirement for a minimum number of prepaid orders before production can begin, which will be handled by the American Hellenic Educational Progressive Association. The design of the plates must be approved by the Rhode Island state police.
Additionally, the bill establishes a $40 issuance surcharge for the special plates, with $20 allocated to the general fund and the remaining $20 distributed annually to the American Hellenic Educational Progressive Association to promote education, philanthropy, civic responsibility, family, and individual excellence through community service and volunteerism. A $10 surcharge will also apply for subsequent registration renewals, which will be allocated to the association.
The American Hellenic Educational Progressive Association is required to use any Rhode Island-sourced funds for the benefit of Rhode Island-based charitable organizations. The association must submit an annual accounting report before funds are distributed, and there will be no refunds for early cancellation of the plates. The act will take effect six months after its passage.
