The bill amends sections 11-47-8 and 11-47-10 of the General Laws in Chapter 11-47, which pertains to weapons regulations in Rhode Island. It introduces new provisions that allow lawful residents aged 21 and older to carry a concealed handgun without a permit, provided they meet specific conditions: (1) they must not be prohibited by law from possessing a firearm; (2) they must possess a certificate of qualification issued in accordance with 11-47-15 from an N.R.A. instructor or a police range officer, which includes details such as the date of qualification, instructor's information, caliber of the weapon, and a passing score, and must not be more than four years old; (3) they must have a pistol/revolver safety certificate or hunter safety certificate recognized by the Rhode Island Department of Environmental Management; and (4) they must carry a valid photo identification issued by a state or governmental agency and present it upon demand by law enforcement.

Additionally, the bill clarifies that no license or permit is required for transporting firearms to and from target practice ranges, as long as the firearms are unloaded and properly secured. This act will take effect upon passage.
