The proposed bill introduces the "State Identification Cards for Minors Without Residence Act," which allows minors aged 14 to 17 who are Rhode Island residents without a permanent residence or are in the custody of the Department of Children, Youth, and Families (DCYF) to obtain a state identification card from the Department of Motor Vehicles (DMV). The bill specifies that these minors can receive the identification card without needing a signature from a parent, guardian, or foster parent, and they will be exempt from any licensing fees associated with the issuance of the card.
The bill outlines the necessary documentation required for minors in various living situations, including those in shelters or under the care of DCYF. Specifically, minors in the care of DCYF can obtain a state identification card with a signed letter from the DCYF administrator, while minors in shelters can do so with a signed letter from the shelter administrator. Additionally, minors residing in a shelter with a parental guardian for at least 30 days can obtain the card with a letter from the shelter administrator attesting to their occupancy, along with their birth certificate, social security card, passport, or driver's license. In cases where a minor is residing in a shelter without a parental guardian due to unforeseen circumstances, the shelter administrator may represent the child as the legal guardian for the purposes of this section.
Furthermore, the bill amends existing laws regarding vital records, allowing minors who meet the criteria to obtain a certified copy of their birth registration without the signature of a parent, guardian, or foster parent. This provision aims to facilitate access to essential identification documents for vulnerable minors. The act is set to take effect upon passage.
