The proposed bill establishes the Rhode Island Nursing Home Workforce Standards Advisory Board, which will serve in an advisory capacity to the General Assembly and be overseen by the Department of Labor and Training. The board will consist of thirteen members, including the director of the Department of Labor and Training (or their designee), three representatives from nursing home employers, three representatives from nursing home workers, two members from community organizations that work with the Medicaid population, one member representing a joint labor-management multi-employer nonprofit training fund, the secretary of the Rhode Island Executive Office of Health and Human Services (or their designee), the director of the Rhode Island Department of Health (or their designee), and the long-term care state ombudsman (or their designee).

All appointed members will serve three-year terms without compensation, and vacancies will be filled for the unexpired portion of the term. The board's powers and duties will include advising the General Assembly and the Department of Labor and Training on market conditions, wages, benefits, and working conditions in the nursing home industry; recommending minimum statewide compensation and working standards for nursing home workers; proposing minimum standards for nursing home worker training programs; and assisting in ensuring compliance by employers with the recommended standards.

Additionally, the bill provides for the sharing of data requested by the board from the Department of Health, the Executive Office of Health and Human Services, and the Department of Labor and Training, to facilitate the board's ability to perform its duties. This act will take effect upon passage.
