The bill amends existing laws regarding mail ballots and introduces provisions for early voting in the state. It establishes requirements for the validity of emergency mail ballots, allowing legally qualified electors to apply for these ballots. The bill specifies that applications must be completed in person using an electronic poll pad provided by the board of canvassers, upon presentation of valid proof of identity. Upon completion of the application, voters will receive a ballot issued by the secretary of state, which they will place into a state-approved electronic voting device after completing it.
Additionally, the bill introduces a new section on early voting, permitting voters to complete applications in person using electronic poll pads, provided they present valid proof of identity. Early voting is limited to a total of ten nonconsecutive days preceding election day, which includes the weekend days immediately preceding the election and eight weekdays. The bill mandates that, as practicable, all voter and election protections and procedures that apply on election day will also govern the ten days of early voting. This act will take effect upon passage.
