Furthermore, the bill prohibits the sale of parrots in public places, including roadsides, parks, and outdoor markets, with specific exceptions for agricultural uses and educational programs, which do not apply to parrots. Violators of these provisions would face a civil fine of one thousand dollars ($1,000) for each unlawful sale or offer for sale, with increased penalties of one thousand five hundred dollars ($1,500) for pet stores that acquire more parrots from breeders or brokers during the grace period. The Rhode Island Society for the Prevention of Cruelty to Animals will be responsible for investigating and prosecuting violations. An advisory committee consisting of representatives from Foster Parrots, Ltd and Rhode Island Parrot Rescue will assist pet stores in compliance for 18 months following the law's passage and will issue an implementation status report at the end of its term.
