Violators of these provisions would face civil fines, with increased penalties for pet stores that acquire more parrots during the grace period. The Rhode Island Society for the Prevention of Cruelty to Animals (RISPCA) would be responsible for enforcing these regulations. An advisory committee will assist pet stores in compliance for 18 months following the bill's passage, and the bill includes a severability clause to ensure that if any part is invalidated, the remaining provisions remain effective. The act will take effect upon passage.
