The bill defines key terms, including "animal care facility," "animal rescue organization," and "pet store," and clarifies that parrots cannot be classified as agricultural use birds.

Additionally, the bill prohibits the sale of parrots in public places such as roadsides, parks, and outdoor markets, with specific exceptions for displays at state or county fairs and educational programs, which do not apply to parrots. Violators of these provisions will face civil fines, with a penalty of $1,000 for each unlawful sale, and $1,500 for pet stores that acquire more parrots from brokers or breeders during a one-year grace period. The Rhode Island Society for the Prevention of Cruelty to Animals (RISPCA) will be responsible for investigating and prosecuting violations.

An advisory committee consisting of representatives from Foster Parrots, Ltd and Rhode Island Parrot Rescue will assist pet stores in complying with the new regulations for a period of 18 months following the bill's passage. The act will take effect immediately upon passage.
