The bill amends Chapter 31-19 of the General Laws, titled "Operation of Bicycles," by adding a new section, 31-19-6.1, which establishes regulations for users of bicycle trails or paths. It mandates that all users, including bicyclists, pedestrians, joggers, inline skaters, roller skaters, skateboarders, scooter riders, and any authorized electric motorized vehicle users, must observe all traffic rules and signs. Users are required to stay to the right while using the bike path and to pass on the left when it is safe to do so. Additionally, hand signals and verbal notification are required when passing others. The Rhode Island Department of Transportation is given jurisdiction over the bike paths and is tasked with promulgating and enforcing rules and regulations necessary for the implementation of these provisions. The act is set to take effect upon passage.
