The bill amends Chapter 31-19 of the General Laws, titled "Operation of Bicycles," by adding a new section, 31-19-6.1, which establishes regulations for users of bicycle trails or paths. The new provisions require all users, including bicyclists, pedestrians, joggers, inline skaters, roller skaters, skateboarders, scooter riders, and authorized electric motorized vehicle users, to observe traffic rules and signs, stay to the right while using the bike path, and pass on the left when it is safe to do so. Additionally, users are mandated to use hand signals and verbal notifications when passing others.

The bill designates the Rhode Island Department of Transportation as the authority responsible for promulgating and enforcing rules and regulations necessary for the implementation of these new regulations. This act will take effect immediately upon passage.
