The bill amends Chapter 31-19 of the General Laws by adding a new section titled "Bicycle trail or path regulation." This section establishes specific rules for users of bicycle paths, which include not only bicyclists but also pedestrians, joggers, inline skaters, roller skaters, skateboarders, scooter riders, and authorized electric motorized vehicle users. Key provisions require all users to observe all traffic rules and signs, stay to the right while using the bike path, and pass on the left when safe to do so. Additionally, users are required to use hand signals and verbal notifications when passing others. The Rhode Island Department of Transportation is granted jurisdiction over the bike paths and is responsible for promulgating and enforcing the necessary rules and regulations for the implementation of this section. The act is set to take effect upon passage.
