The bill amends Section 31-3.1-4 of the General Laws regarding the application process for obtaining the first certificate of title for a vehicle in the state. It introduces a new provision that waives the inspection fee for veterans, active-duty military personnel, and members of the National Guard and military reserves. The inspection process will be conducted by chiefs of police or their designees, as well as licensed Rhode Island new motor vehicle dealers.

Additionally, the bill changes the effective date of the act from January 1, 2025, to January 1, 2026. The overall aim of the bill is to provide financial relief to certain military personnel by waiving the inspection fee associated with the title application process.
