The bill amends Chapter 31-3 of the General Laws regarding the "Registration of Vehicles" by introducing a new section, 31-3-130, which establishes a commemorative motor vehicle registration plate honoring Governor Roger Williams, the first governor of what became the State of Rhode Island. The new plates will feature the designation “Gov. Roger Williams,” a design provided by the division of motor vehicles, and the state seal. These plates will replace the original registration plates for the vehicle and must be displayed in the same manner. The bill outlines that the original registration plates must be removed, and the registration certificate for the commemorative plates must be carried in the vehicle.
To obtain the Governor Roger Williams plates, applicants must complete forms provided by the division and pay an additional fee on top of the regular motor vehicle registration fee. Specifically, there will be a service charge of $25 and a transfer charge of $5 for the plate, with $15 of the service charge allocated to the division of motor vehicles for manufacturing and distributing the plates, while the remainder will go into the general fund. The act will take effect upon passage.
