The bill amends Section 16-3.1-11 of the General Laws concerning the governance of the urban collaborative among school districts in Rhode Island. It introduces new legal language that establishes a board of trustees to govern the urban collaborative, which will consist of five members: the superintendent of the Providence school district or their designee, a superintendent or designee from other approved Rhode Island school districts, and additional members appointed by the council on elementary and secondary education with input from the commissioner of elementary and secondary education. The bill also clarifies that certain powers and duties remain with the commissioner of elementary and secondary education.

Additionally, the bill deletes previous language that authorized specific school committees to initiate cooperative efforts for alternate education programs and diagnostic services. It retains provisions for funding the urban collaborative, including the transfer of state and local education funding, and allows the collaborative to receive various forms of aid and revenue as if it were a school district. The act is set to take effect upon passage.
