The bill amends Section 16-3.1-11 of the General Laws regarding the governance of the urban collaborative among school districts in Rhode Island. It establishes that the urban collaborative will be governed by a board of trustees, which will consist of five members: the superintendent of the Providence school district or their designee, a superintendent or designee from any other approved Rhode Island school district, and the remaining members appointed by the council on elementary and secondary education with input from the commissioner of elementary and secondary education.

The bill also removes previous language that authorized specific school committees to initiate cooperative efforts for providing alternative education programs and diagnostic services. It clarifies that the urban collaborative's board of trustees is authorized to govern the collaborative, with certain powers and duties reserved for the commissioner of elementary and secondary education. The act is set to take effect upon passage.
